The FCC has released the 2023 EAS Operating Handbook.  As a reminder, pursuant to the FCC’s EAS rules: “A copy of the Handbook must be located at normal duty positions or EAS equipment locations when a operator is required to be on duty and be immediately available to staff responsible for authenticating messages and initiating actions.” (47 C.F.R. § 11.15).

The FCC has not established a deadline by which EAS participants must download the new EAS handbook, nor have they released a Public Notice announcing the Handbook’s release.  Nevertheless, broadcasters should promptly replace prior versions of the handbook with the updated version.
